Responders are ranked by distance and availability. A live position is shown as live; an old one is labelled with its age, never passed off as current.

What we will not do
A residents' emergency is not a dataset.
No household on a heatmap
Exact report locations stay encrypted. Hotspots use a coarse grid, and any area with fewer than three reports is left out entirely.
No access without a reason
Every membership change, published facility and exported report carries the official's name and their stated reason.
No stale position shown as live
The server alone decides whether a position is current. Anything older is labelled with its age, because someone is dispatched on it.
